Summary Report from 3GPP plenaries #111 (Fukuoka, Japan, 9 - 12 March 2026)

There was no major milestone at this meeting.

  • For Rel-19, all RAN4 performance work was completed except AI/ML for air interface.
  • For Rel-20 5G Advanced, SA approved a large number of new WIs and SIs. RAN only approved one new core WI, on AI/ML for NG-RAN (follow-up of the study). The discussion in RAN on TN-NTN did not come to any (significant) conclusion. Other major discussions took place in RAN on Ambient IoT.
  • For Rel-20 6G, SA1 completed its study (TR 22.870) and an SA6 SI on mission critical services for 6G was approved. In RAN, content for the WG SI was discussed. The RAN plenary study on 6G scenarios and requirements was brought to 90% completion. A Way Forward on maximum channel bandwidth was found, avoiding the need for a technical vote. Also a work split between the WGs was agreed for RAN2 and RAN4 AI/ML mobility/RRM related use cases.
  • For Rel-21, a target date for Stage 1 freeze was set and an SA1 WI on 6G service requirements was approved.

Rel-20 (5G): New WI on AI/ML for NG-RAN Phase 3 approved (approved WI: RP-260733)

Only one 'core' WI, on AI/ML for NG-RAN was approved in RAN this meeting, following the completion of the Study Item.

 

Rel-20 (5G): NR-NTN in terrestrial bands (endorsed moderator summary: RP-260823)

An Australian and an American operator again proposed WIs to implement NR-NTN in terrestrial bands, in line with regulators' views. However, similar to the discussions at RAN#109 in Beijing and RAN#110 in Baltimore, strong opposition came from European operators, Chinese companies and satellite companies. The following summary was all that could be agreed:

  • Survey of applicable regulation and regulatory status [RAN]
  • Survey the available National, Regional, and International Regulations applicable to the requested operation of 3GPP NR bands as DC-MSS-IMT
  • Consider any relevant liaison, as it becomes available to RAN
  • Consider the draft CPM report in relation to WRC-27 AI 1.13, as available
  • This survey is restricted to n1, n7, and n25
  • Check in June whether the survey can be declared completed

 

 

Rel-20 (5G): ISAC (endorsed proposal: RP-260202)

Following proposal was endorsed:

  • RAN confirms that current RAN1 study output is sufficient as an input baseline for continued RAN3 study under RP-251861 SID.
  • Consider RAN1 performance observation (single-TRP limitation vs multi-/all-TRP benefit) when defining RAN3 architecture/ procedure assumptions for gNB-based mono-static UAV sensing support.
  • Study a clear RAN3 framework for measurement-level/option handling and assistance-information handling, considering signalling overhead and deployment practicality.
  • Maintain FR1 priority as per SID, while avoiding unnecessary FR1-specific constraints in RAN3 architecture/procedure design and preserving FR2 extensibility where feasible.

 

Rel-20 (5G): Ambient IoT (endorsed moderator's summary: RP-260812; approved revised WID: RP-260826)

On ambient IoT, the moderator's proposal was endorsed and reflected in a revision of the Work Item description.

 

Rel-20 (5G): UE capabilities - 1T-1T switching (endorsed proposal: RP-260658)

Following proposal was endorsed:

The RAN4 Working Agreement had been challenged, but in the end there was no vote, with the following endorsed WF:

  • In a BS with a CBW of 400MHz, support UEs operating with Maximum CBW of 400MHz in DL(i.e., non-CA single CC) and Maximum CBW of 200MHz in UL, as detailed in the following slides.
  • DL
  • Specification of CBW of 400MHz in DL operation is to be addressed in RAN WGs for one RF and two RF chains implementations aiming at a common air interface description (based on the already identified options in RAN1), covering:
  •  Single DCI/PDSCH from UE perspective
  •  A single scheduled PDSCH that spans the entire CBW shall be supported with applicable restrictions on resource configuration mapping (e.g. to avoid SSB, PRG/REG spanning across any applicable boundary of RF chains) and UE measurements 
  • Design details, if any, to be further studied in RAN WGs.
  • The support of the DL 400MHz operation is optional and subject to UE capability
  • Specifications will support other CBW values in DL between 200MHz and 400MHz as needed based on operator’s spectrum needs
  • CBW definition is referring to the existing definition of 5G NR for CBW equal or less than 200MHz. The UE CBW definition for >200MHz in the DL will be revised as necessary with the assumption of one RF and two RF chains implementations. 
  • UL
  • The data transmission (e.g., frequency alignment, UL switching possibility) and sounding transmission in UL max CBW of 200MHz is to be addressed via further discussions at WGs.
  • Sounding in the UL of all parts of the DL bandwidth over time is to be supported
  • Others
  • Solution should cover other DL CBW values between 200 and 400MHz as needed 
  • Additionally, support UEs with CBW of 200MHz in DL and CBW of 200MHz in UL in a base station with a CBW of 400MHz
  • UEs with other CBW values less than 200 MHz should also be supported
  • Studying UEs operating with maximum CBW 400MHz in the UL may be revisited in future releases beyond Release-20 based on contributions

Rel-21: Timeline discussion (TSG Chairs input: RP-260039)

A joint session of RAN/SA/CT discussed the Rel-21 timeline based on inputs from the TSG Chairs and operators (vendor contributions were not treated). The chairs proposed package approval for both 5GA and 6G for March 2027, Stage 1 freeze also in March 2027, Stage 2 freeze June 2028 and Stage 3 freeze December 2028. The only decision was the Stage 1 freeze date (March 2027). All other decisions will be taken at the June TSG#112 plenaries.
